A FREC 3 is trained in basic medical practices, however they do not have the ability to work autonomously. A FREC 5 which is equivalent to an Emergency Medical Technician is the first level which has autonomous status

The qualsafe framework relates to the following NHS titles and PHEM descriptor

FREC 3 – ACA – PHEM D

FREC 4 – ACA – PHEM D

FREC 4  with SALM + CERAD – ECA PHEM E

FREC 5 = EMT – PHEM F

A EMT or equivalent or above can safely discharge patients.
